Muhammad Sahimi, NIOC Chair in petroleum engineering and
professor of chemical engineering & materials science at the
University of Southern California in Los Angeles, says that there are no legal grounds for sanctions against Iran.

None of them seems to support the view that these resolutions are
actually legal, because the Security Council did not do what it was
supposed to do: it did not identify the threat that Iran poses to peace
and international security. The fact of the matter is there was no
case. And the United Nations Charter also has provisions against
issuing resolutions when there is no cases in international courts
